John Kerry was on Lawrence O’Donnell’s show last night and mentioned something I wasn’t aware of. The US was apparently paying interest on the Iranian money we were holding:

KERRY: It is an outright lie, an outright lie by the president of the
United States that they were given $150 billion. They were not. And the
money that they did receive was their money because they sued the United
States of America and won in court and were being paid interest.
So, American citizens were paying interest every single day that was
accruing, more and more billions of dollars that were going to go to Iran.
We cut that short. We negotiated a deal that greatly reduced the amount of
money they were, in fact, supposed to receive under court order, and they
would have received it eventually. And we transferred that to them, most
of which they owed to other countries and other people in a massive debt
that Iran had accrued.

Trump often makes it sound as if the United States cut a check to Iran as part of the Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). He also always uses too high an estimate, $150 billion, for the assets involved.
But this was always Iran’s money. Iran had billions of dollars frozen in foreign banks because of international sanctions over its nuclear program. The Treasury Department estimated that once Iran fulfilled other obligations, it would have about $55 billion left. The Central Bank of Iran said the number was $32 billion.
As for the $1.8 billion (actually, $1.7 billion), this was related to the settlement of a decades-old claim between the two countries, not the Iran nuclear agreement. An initial payment of $400 million was handed over on Jan. 17, 2016, the day after Iran released four American detainees, including Washington Post correspondent Jason Rezaian. The timing — which U.S. officials insisted was a coincidence — suggested the cash could be viewed as a ransom payment.
But the initial cash payment was always Iran’s money. In the 1970s, the then-pro-Western Iranian government under the shah paid $400 million for U.S. military equipment. The equipment was never delivered because the two countries broke off relations after the seizure of American hostages at the U.S. Embassy in Iran. Two other payments totaling $1.3 billion — a negotiated agreement on the interest owed on the $400 million — came weeks later.

President Trump is preparing to divert an additional $7.2 billion in Pentagon funding for border wall construction this year, five times what Congress authorized him to spend on the project in the 2020 budget, according to internal planning figures obtained by The Washington Post.
The Pentagon funds would be extracted, for the second year in a row, from military construction projects and counternarcotics funding. According to the plans, the funding would give the government enough money to complete about 885 miles of new fencing by spring 2022, far more than the 509 miles the administration has slated for the U.S. border with Mexico.
Trump took $2.5billion from military counterdrug programs for border barrier construction in 2019, but this year his administration is planning to take significantly more — $3.5billion. Trump administration officials also are planning to take $3.7billion in military construction funding, slightly more than the $3.6 billion diverted in 2019.
