I heard him on tv last night saying exactly that. It was a set up.
“I really don’t know anything about it. All I do is I stood there and I said, if you’d like to have a picture, we can have a picture if somebody did. If this was a set up by the people in the administration that, oh, Trump is coming to Arlington, that looks so bad for us,” Trump replied, again trying to shift the blame for the scandal.
Of course he claims the family came to him with tears in their eyes and said “Sir…”. 
I’m sure that what such an emotionally grieving family would want more than anything else is a picture of Trump standing over their loved ones grave with a big shit eating grin and thumbs ups.
