He’s only offering to sacrifice cities on the west coast.
He’s not offering anything on the east coast as an acceptable target; he owns property there.
Which he knew would please his Midwestern audience. “Resentment of Coastal Elites” has been a rallying cry used by Republicans for many years, now. Of course the ‘screw them’ suggestions GOP politicians typically make don’t include nuclear annihilation—but trust Donald to up the ante.
My guess is he started out with a standard (for him) plea that His War is justified, both by how Dangerous the Iranians are—they could blow us all to smithereens!!!1!!—and by how little Donald is asking of us in return for his providing his wise protection.
But then he looked at his audience and decided that Sticking It to California would please them. So in place of his ‘Iran is dangerous—they could blow up Omaha!’ message, he segued right into ‘those snooty California assholes can go straight to hell!’ (which indeed was greeted with great applause, considering how small that crowd was).
Bottom line: he plainly invited global entities to destroy US cities:
