The scariest provision of the bill is barely budget related.
It prohibits the government from using public funds to enforce a criminal contempt of court citation, unless the entity that’s suing the government post a large bond.
I’m not sure how that last part would work, but it seems to pa e the way for allowing Trump to completely ignore the courts.
If a judge enjoins the provision requiring a bond to enforce injunctions, does the plaintiff have to post a bond to support the injunction, or will R heads merely asplode?

ETA: Before 2016 at least, Trump was never close to being a billionaire. He paid zero taxes, as the ghost writer (and maybe himself) wrote only fools pay taxes.
After 2020, hard to say. As of now, he is a billionaire for sure, If I had his forthcoming Executive Orders before their release, I would have lots of money. Dunno about billionaire status.
