The dictionary is a bit incomplete in that it should’ve stated that the phrase means “the tenth generation of Americans”, hence the “X”.

The 1946 to 1964 inclusive range seems to be accepted by most people and is as ‘official’ as such a term can get. Cecil wouldn’t use or mean a different definition without educating us about why ours has been wrong, would he?
