Can you give us more info?
Mac or PC?
What browser are you using (or is this something else)?
If you hover the mouse pointer over it and let it sit there does a little popup tell you anything?
Can you right-click on it? If so, does a menu appear?
What Operating System are you using? (Mac, Win 11/10…, Linux, something else).
Probably missing some things but this is a start. I am doubting this is an SDMB thing (I have never seen that in 25 years of use) but I dunno. Maybe I missed a thing they do.

I have the dratted thing as well. I don’t want to read a 202 post thread so is there a summary of how to get rid of this thing?
Because it’s on mobile (I use Chrome) I can’t hover over or right click on the image. How do I make it go away?
It don’t bite. In fact it’s bitten. 
You need to install a browser with a configurable ad blocker to get rid of it. It’s not an ad, it’s an EU-required cookie management control. But an intrusive one. A configurable ad blocker has the ability to hide anything, even that.
Since you’re using Chrome on your mobile, I’m betting it’s Android. You still haven’t told us in so many words.
There’s no good consensus on what ad blocker, or ad-blocking browser, to use on Android. Google’s Chrome is, unsurprisingly, designed to not accept browser extensions, with ad blocking being the most common for of extension. There are workarounds, but they’re techy. An alternative is to switch away from Chrome to another more user-friendly = ad-unfriendly browser. Which cure may be worse than the disease for you.
If you do find a good solution for Android + Chrome, please do share it here or in the other thread.
FWIW, I too have an Android mobile with Chrome and I’ve made peace with the stupid cookie. Switching browsers or doing other tricky things has more downside than upside for me. YMMV of course. The stupid cookie obscures about 1/3rd of the [post reply] button but doesn’t interfere w me tapping it. And I don’t have great aim. I don’t really notice it anymore, although it’s always there. If it disappeared tomorrow I might go a couple days before I noticed it was gone.
I also do about 2/3rds of my reading and 80% of my posting on my PC with an ad blocker so no cookie there.

I get the cookie on Safari and Chrome on my iPad. I’ve learned to live with it but I always feel like there is a poster with a cookie icon about to post a reply to a thread I am also composing a post for. That tends to subconsciously make me rush my reply.
I’d you’re an apple user I can speak to the hack @bordelond shared in the other thread.
In the address bar there is an icon of a box with two lines under it. Tap the box and it opens a prompt that reads “hide distracting items” tap on it and then hit the cookie and tap hide and it’s blown away. Tap to hide anything you want then tap the check mark when you’re done blasting distracting items.
I’ve found it super useful on news sites that are littered with pop up ads. So much fun, it clears the page.
Android users can’t help ya.

It’s reappeared to me only a couple times more. I log off too and return it’s still gone.
I use it to hide threads I’m not interested in as well
I tried it again and I think I killed it. I think you have to double-tap the cookie to make it stick.
I switched from the Samsung Galaxy line to a Pixel phone this year. I like my Pixel, although there’s stuff I miss.
If I could at least move the cookie to an unused area of my screen instead of right over the Reply button, that would be enough. Oh well. Wish in one hand, cookie in the other…
Is there some configuration we need to do in the Discourse admin panel to allow the Osano cookie button to fully run?
It seems like it does not have permission to save the settings. Did anyone check the browser debug console for errors?

That worked for me, but now there’s an icon of an eye with a line through it in my address bar.

This works, but it’s not a “tap,” it’s a long-press.
A tap works for me a long press works for you. In reality it’s a light tap that works for me, I barely make contact with the screen. Poof
