I don’t think there is one. Aren’t all of those sites overseas in countries where there are no laws regulating them?
Also, can you give a detail of what you’re talking about? How can you tell if there’s dealing manipulation? You can’t exactly see the dealer pulling a card off the bottom of the deck. The only way I could see to catch an irregularity is if there are duplicated cards.

Many online poker sites are affiliated with the Kahnawake Gaming Commission and are bound by its regulations. Permit-holders are required to display the commission’s banner prominently.

If you are talking about one of the major poker sites you are probably wrong. Many online poker pros have records of millions of hands and any irregularities in card distribution would have been spotted.
If you are talking about one of the smaller sites, anything is possible.
The forums at twoplustwo.com are a very good source of information. The users there have broken the news on more than one online cheating situation. Note that the Kahnawake Gaming Commission is not very highly thought of in those forums. Kahnawake is actually a server farm on an Indian reservation in Canada which many poker sites use; they haven’t historically been very aggressive about investigating their customers.
