cool hand luke is the first one - dunno about the second
oh plot - it’s the oft-repeated phrase the governer of a harsh prison farm uses before punishing the prisoners, and is used back at the governer by luke when cornered after attempting escape as a symbol of his (luke’s) intellectual and moral superiority.
if its the same quote (the ‘failure’ one), its also sampled at the start of ‘Civil War’ by Guns’n’Roses.
