In the sense of cynically obstructing the inevitable progress toward joining the rest of the civilized world in providing universal healthcare, of course, yes. You traitors will do it anyway you can–either by blocking bill passage or passing toxic, regressive, “cancel-out-progress” bills. I guess in the simple sense of passing bad legislation in Congress, while it would still be fiendishly cynical, it would not, by definition, be legislatively obstructionist, no.
