I think the main difference is in the shape of their mouths, and in #6 she was caught in a weird expression. I have never watched a Tina Fey show, but I’ve certainly seen enough of Palin in the past few weeks to get an idea of what she looks like.
The same way a male impersonator impersonates a male.
There are classes of comedians/entertainers who do impersonations of famous figures. Frank Gorshin, when he wasn’t being The Riddler or a black/white faced alien on Star Trek, used to do this. Andy Kaufman’s one genuine taklent was an ability to do a killer Elvis Presley. Rich Little was also famous for this:
But how many women do you know who impersonate other women as part of a comedy act? Very few. I’m not talking about people who dress up as celebrities (and especially not those who only do one celebrity), but about people who make their voice sound like another person and who imitate and caricature their expressions and gestures to evoke an impression of that other person, without makeup or other aid. Rich Little or Frank Gorshin could switch from Richard Nixon to LBJ in the blink of an eye.
But only one comedienne I knew ebver did this with women. My personal theory is that men don’t really pay attention to or know as much about the way women sound or their mannerisms to see the difference (women might, but I get the feeling that much entertainment was and continues to be aimed at men). There are a few cases where the accent or other effect is so broad you can’t miss it – people wanting to do Barbara Streisand used to affect a Bronx accent. Dolly Parton could be evoked with her country drawl, but how many guys would recognize Gloria Steinem or Hillary Clinton or Raquel Welch by their voices?
The one female impersonator I can trecall is named in the cite above – Marilyn Michaels. She once did a (non nude) photo spread in Playboy, dressed up as various famous women. But I’ll bet if she’d done their voices, without the props and makeup, most people wouldn’t have recognized most of them.

I’ve never heard anyone else mention this, but the first time I laid eyes on Sarah Palin my first thought was- in the biopic, she should be played by Mariska Hargitay (Mariska Hargitay - IMDb). Then when people started comparing Palin to Tina Fey, I thought, yeah, I guess I can see that.
But I think Mariska looks more like Palin than Fey does.

I think the terms you’re using are somewhat confusing. An entertainer who imitates the speech and mannerism (and sometimes appearance) of a variety of celebrities (usually for comic effect) is an impressionist. A person who assumes the specific character of another person, often focusing on the physical appearance, is an impersonator (i.e., the plague of Elvis impersonators who still roam the land thanks to people who just don’t know when to let a joke go already - after 30 years, maybe?). I have always heard the term “female impersonator” not to not female impressionists but to men who dress as women, sometimes in imitation of celebrities but often to create original personae.
Ronni Ancona is female and seems to be famous as an impressionist in ol’ Blighty.
As far as women celebrities with recognizable voices are concerned, Marlene Dietrich, Mae West, Marilyn Monroe, Katherine Hepburn, Lucille Ball, Audrey Meadows, and Eve Arden come immediately to mind. Yes all my cultural references are a few decades out of date, but that’s another matter.

Gotta say, that last photo in the OP coulda fooled me if I wasn’t told that something was up.
I missed 2 and got 70%. Guess the quiz is weighted. Interestingly (to me, anyway), both the ones I missed were ones shot of her left side where her face was downcast with her eyes closed, both of Palin- #2 and #4. If I could see their eyes and the photos were in color, it was easy. I’ve never even noticed that Tina Fey had a scar on her face.
Anybody else notice similarities between the ones they missed?
100%, and I had no idea who Tina Fey was before this election publicity. Tina has much more delicate features. She does a great job of Palinating, though.
Gotta say, Amy Sedaris has more of Palin’s facial structure, and could really knock it out of the park if she would do a Palin impersonation.
