They’re probably not bigoted - but it is bloody irritating that they do not recognise my Visa card because of the country of issue, despite the fact that Visa is an international money service, and Visa obviously recognises my bank and country.
Maybe PayPal is just overly cautious, but given they have an increasing monopoly in online payment systems, it creates a huge global division if some countries can’t use PayPal while others can. It’s a really backward step, when you have something like Visa that has for a long time recognised most countries in the world, being effectively blocked by a little jumpstart dotcom like PayPal. Ie: what gives PayPal the goddamn right to reject my card when Visa is happy with it?

It was hell getting validated the first time around, and the problem was eventually solved by a phone call to the US - made longer by the fact that the PayPal operator had trouble understanding my Aussie accent. Then I changed credit cards and didn’t bother validating that one since it proved to be even more difficult and I had $1000 plus eBay money to spend. Everything was fine until one or two years later when I next used PayPal, and they wouldn’t let me send the $150 surplus that was in my account.
PayPal kept asking me to confirm my Visa card by providing them with details from a second credit card which I didn’t have. I had one irritated seller on my hands (although to be fair, she was a paranoid bitch - the payment was delayed by a week, I was in constant communication with her, and my 100% positive, 397 unique comments feedback kicked hers to the goddamn curb). I emailed PayPal about my problem, and thankfully they solved the problem by validating my card and increasing my sending limit. But I agree that PayPal doesn’t make it easy for international customers to validate their credit cards.
