Blizzard does shut this down when they find out about it. Unfortunately, due to volume/staffing issues, they are depending on the user community to inform them. Feel free to notify them, I think these losers should be stopped.
People should expect characters up to level twenty or thirty to suck - degree of suck depends. If you’re grouped with a lvl60, you expect them to be able to play their class, or at least I do. And I’ve heard some of the lvl60’s complain bitterly about getting repeatedly wiped in the Molten Core due to a raid member that seemed to have gotten to max lvl without having learned how to play.
As for the buyers, words cannot express the contempt I feel for them. They should go back to spawn point camping in Counterstrike/Quake, ganking n00bs.

Weird, Abby just weird. I didn’t have any problems last night at all. You and Viridis were having a heckuva time, but my connection was solid, if slightly slow.
I assume they sell you the whole account. There are also places that sell in game items and gold. Do a search on Ebay and you’d be amazed at what you find. People also sell third party software that allows teleporting to anywhere in the world as well as speed hacks. I really don’t have a problem with people buying accounts. Now that I’m almost 60, you can tell the idiots who walk into Strat and Scholo who don’t know what they’re doing and they usually get blacklisted (by players) for ninja looting, etc… I DO have a problem with the farming and subsequent selling of gold and items, as it ruins in-game economy for everyone else, as well as farmers clogging up quest areas. Contrary to the above poster, to my knowledge no one has been banned/suspended for buying accounts/items/gold although people have been banned/suspended for hacks. I don’t know of any sites that have been shut down either. IGE, probably the largest gold/item seller has been around for quite a while and no MMO has been able to shut them down yet, their umbrella being, “We are not selling in game content, we’re just selling our own time to farm/powerlevel, etc…”
Caught an ebayer the other day. The cancelled auction, in which he complained bitterly about being caught violating the TOS, was posted in the WOW general forum for all to enjoy. Not sure I can dig up the thread anymore…
