I kinda get it how others may get a gut reaction like this in the sense that Americans do get far more upset about these little tragedies than other countries, while at the same time ignoring the problems of other countries more than is reasonable. This can lead to schaudanfreude from inhabitants of other places. (See 9/11 versus IRA/ETA/etc for an excellent example of this)

One may hate the hassle of having to live in a city or having to visit it, in which case one should endeavor to avoid the place.
One might also find a city’s architecture to be ugly or is citizens to be unfriendly, in which case, again, one should endeavor to not go there.
Or, one might simply hate the city–an action that is utterly irrational.
