No one says “I’m going to smack your head against the concrete” that is way too specific. That is an out of control cop.
First of all if you’ve made 9 complaints about noise you have to face facts, the apartment complex doesn’t care. They aren’t going to do anything. You need to start looking for another apartment. If you have a lease, I’d say to management, OK I’ve complained 9 times and you failed to act, now the next time this happens I will find a lawyer and break my lease and move.
Second you need to report this “courtesy officer.” Not only that, but I’d report him to his local police office as well. Off duty cops that go ballistic are a nuisance to the force. We in Chicago have had tapes of several off duty cops beating people up after getting drunk or whatever.
This won’t do much good but it will serve the police force, that they are potentially employing a troublemaker. And it will serve to put the officer on note too.
If this guy lives on the complex he could’ve been drinking at home off duty when he answered your complaint, and that got him mad.
In any case persue it with management. I would get a lawyer and say blatantly I do not take threats against me likely and I want this “courtesy cop” removed ASAP from his job, if not a lawsuit will be promptly filed. And see about getting a restraining order against this cop. Your lawyer can advise. You probably don’t have enough to get a restraining order, but again it serves to put the police dept and this officer on notice, change you behaviour ASAP.
The real bottom line is you’re living in a place that doesn’t suit you and managment has no intention of correcting it. So you need to move

You could do the unsmart thing and complain again and cross your fingers that the same guy arrives. Set up a camera. Then, when he throws you over the balcony, if you survive, you’ll have a nice fat lawsuit against the PD

Exactly what transpired, i.e. exactly what you said or did between “Courtesy Officer shows up” and “Becomes belligerent”, would be my guess, but I’m not the one asking.
Well, yes, but I think the question most people had was why include it in the first place. And what An Arky said about what happened between calling and “I’m going to bounce you off some concrete.”
My guess: Bosda woke up/interrupted the lovemaking of the off-duty copy for the ninth or tenth time in the last few months. Off-duty cop becomes angry and threatens Bosda to discourage further (what the cop sees as nuisance) calls. He said it was after midnight. The cop was probably asleep and pissed that he had to deal with yet another noise complaint. Doesn’t excuse threatening someone, but it does make it clearer how the situation escalated so rapidly.
My 0.02 = the cop should be fired from his courtesy cop position and Bosda should get a new apartment. Seriously, if you’re making 9 or 10 noise complaints in a couple months, something is either wrong with your neighbors (and you should move) or you’re not cut out for living below someone (and you should move). At this point, they may just be fucking with Bosda on purpose. Sounds like a toxic situation for all parties.
