ID this odd, old, live action magic snowman movie?

I last saw this movie on the Disney channel when I was a kid…

It took place in a snowy, seaside little town. (It might have been in Canada. I’m not sure. The dialog I heard was in English) A kid either finds or manages to build a snowman that looked more like a Moai that a regular snowman—it had no nose, or arms, the facial features were carved into the snow. And the eyes—which I think were the key to the thing “coming to life” were two bright red objects, like tomatoes, or red checkers. Anyway, the snowman sort of “comes to life”—it can’t move, but it can speak to the kid (it can’t or won’t speak to anyone else). The kid asks the snowman to help his professional fisherman father find more fish—I forget if the snowman created schools of fish for the father to catch, or if he just psychically detected where the fish were.

That’s about all I can remember…except for the fact that I think the snowman’s name might have been some variant of “Mephisto.” (As in “Mephistopheles”) (!) That, and the movie wasn’t very light hearted, and seemed to be a drama.

I’d guess that the movie was made anywhere between the late 70s and the late 80s.

So…does anyone here have any idea what the heck this movie was? Or did I just hallucinate it during a fever? :confused:
