Identify these comic book villains

I’ve scoured the internet and found nothing. Now I turn to you.

I have vague memories of a Spiderman comic I owned as a kid. It seems to have gone the way of the dodo. There were three villains in it. One was this tall, thin guy in a business suit and a cowboy hat. He carried a lasso and was called Montana, if memory doesn’t fail me. Another was a short guy in a yellow suit with a silly little hat. I remember nothing else about him. The third villain is just a haze.

Am I imagining things, or did these villains exist?

No, they were real.
The little guy was ultra-agile, & a martial artist.
The third was a hulking muscleman.

I believe they were the “Enforcers”.

Damn, that was quick. Thanks, at least I’m not insane. Were they just in one particular issue or were they recurring characters? If the latter, any clue why I can’t find anything about them anywhere?

This is from one of thec earliest Spiderman comics, IIRC. The Green Goblin was in it, too. A quick Google turns up issue #14:The guys are The Enforcers, Montana, Fancy Dan, and Ox:

I actually found that about a minute after posting. The name “Enforcers” is what did the trick.

A quick look shows that The Enforcers showed up four issues earlier. I think I’ve got both of these.

The Enforcers also show up in at least one issue of Untold Tales of Spider-Man (#8).

And the Ox makes an appearance in one of the Spider-books this month.

If memory serves, the original Ox was killed and the current Ox is his brother.

The Ultimate Spider-Man comics have the Enforcers as reoccuring characters… and quite well done as well.

Is it possible that the comic you had was from the reprint series in the 80s?
