Not a 100% fit to your details but I believe the scene in question is from Uncle Buck and takes place in a bowling alley.
The movie is available for Netflix streaming and a quick perusal shows it at 41:25 into the movie. The difference is that he doesn’t choke as she’s walking away, he just chokes while trying to flip the toothpick in his mouth while she studiously ignores him.
The character name is Pal and the actors name is Dennis Cockrum.
