Hex is #rrggbb, or two hex digits for red, then two for green, then two for blue. They are mixed in an additive color system (#000000 is white, #ffffff is black) and can represent a total of 16777216 colors (2**24). How many colors a user can actually see is dependent upon the browser the person is using (some colors cause odd behavior in browsers).
