I’m happy to speak for myself as a veteran – if we were deliberately killing the families of terrorists, then my morale would have been shattered. If I had been given an order that I knew was a deliberate attempt to target civilians (terrorist families or otherwise), I might disobey it. I’m not the only veteran who feels similarly.
Absolutely not – and I think deliberately killing terrorist families and bringing back torture would extend the conflict, and weaken and further endanger America and Americans. I’m unaware of any active duty flag officers in favor of targeting the families of terrorists or bringing back torture.
They’ll still exist, but they’d be a lot weaker, IMO (not that I advocate isolationism). They’re already very unpopular with most of the Muslim world… but so are we. I think our actions have something to do with this – I don’t think every Muslim in the world is entirely rational – so I think we could do more to present ourselves in a good light to moderate, non-violent Muslims (i.e. most Muslims). If we (and the West in general) were more popular with Muslims, we would have a much larger pool to cooperate with to defeat ISIS.
I think your strategy is a fantasy-world strategy, not a real-world strategy, in which motivations and intentions are usually complex, and most people of any religion aren’t fanatics. Most people, especially those without great means, are more worried about feeding their families and staying safe than ideology.
Short of nuking the entire region, and becoming the worst villains on Earth in human history, I think there’s literally no way America can defeat ISIS and other extremists alone. We will require cooperation (and even leadership) from those in the region to permanently defeat them.

You might be reading into this that he somehow exempts toddlers or grandmothers, but I don’t see why. “You have to take out their families” quite clearly would often include toddlers and grandmothers.
