As Taber wrote, 14 is a code for “We must secure the existence of our people and a future for White Children” which is the motto of the Order, a white supremacist organization. Racists wanted to put a little shade on it in prison so they started referring to this message as the Fourteen Words.

I suggested that a possibly policy implication is that unequal representation should not be taken as prima facie evidence of discrimination because under a meritocratic system you would expect unequal representation (based on test differences).
