Is calling someone a "broiled ox penis" an actual Laotian insult?

I’d think that would be a big insult, but you never know. I’ll be interested to see if we find out Laotian broiled ox penis is some sort of delicacy where someone would pay $100 for a broiled ox penis sandwich. It could be like calling someone the upper crust or champagne.
