They are corporate lobbyists and the wealthy who offer campaign donations, lucrative business connections and cushy retirements to our elected officials. A small but influential part of the Evil Deep State is the election industry itself, which sees serious election reform as an existential threat to itself.
Monied influences are difficult to root out but more advanced democracies have discovered ways to minimize them.
It would shock you, as it does me, how much influence is yielded downstream of those who craft policy.
At the risk of making myself sound more important than I am, I will illustrate by example, and it is not the only one I have:
Congress recently issued a directive to the huge federal administration whom I work for, to implement a very important and highly topical policy of reporting certain events. I apologize for being purposefully indirect from an abundance of caution. It’s my job to provide a technical solution. Which I did. The policy part of this is to ensure that the rest of the administration complies. The ultimate responsible party is the very senior (above GS level, if that matters) head of the “office” that manages these policies. The day to day business process owner reports up to him. She is my customer and I work with her to ensure compliance is possible from a practical day-to-day tracking and reporting. Since the solution is “deployed”, we are technically in compliance. Except we’re not. Because the business process owner doesn’t know who should be granted access to do the reporting and she doesn’t have the staff to support the additional workload. She reported to the head of our office that the solution exists but not the fact that she hasn’t issued the SOP to ensure this is actually happening. She has asked me to write the SOP and to help her figure out how to ensure that the right hundreds of authorized employees can find the link and access the new tracking solution. Also, to help her understand how her department can manage the new process. Also, how to report on it. In short, the IT guy (a contractor) is implementing the solution, writing SOPs and implementing policy. If that’s not bad enough, I have to navigate a contractual issue that says I’m not technically authorized to provide solutions outside our office. But the function of the office is to support the entire administration. And I’ve been called out on the carpet before for pointing that out. So if I want to keep my job, which I mostly like, I have to navigate very politically delicate waters and keep my fucking mouth shut (in so many words, actually).
Oh, and everyone thinks the congressional directive has been addressed. The truth is, it’s been nearly 6 months and not a single thing has been reported or tracked because nobody knows it exists. And I doubt that 6 months from now things will change. I promise you, no one will be held accountable or responsible.
All that to say that even if there are monied and lobbied interests with congressional direction behind it, the incompetence and bureaucracy makes it very difficult to implement change much of the time.
There was this thing going around that Trump is a loose cannon fighting the deep state. And the republican party and democrats party is controlled by the deep state or cobel.
Not a thing, but a ridiculous claim repeatedly stated by Trump himself to rile up his base.

The U.S. does this, Europe does this, and most of the rest of the world does this too.
Some say the US politicians have no morality or are atheists and no longer go to church.
Only bigoted right-wingers say this. The U.S. is far more controlled by religious zealots than any other country in the world.
But it seems much more than that. The US policy are very much look like deep state or cobel control the government.
They encourage policies that favor them. They only wish they could actually control the government.
Everything else you say is a rant that has some elements of truth and much that is overstated. The world is more complicated than that.
I may have gotten a little lost in that story, but I think I got the gist.
I have a family member who was the top Human Resources person in one of the largest public employers in the West. She often described her job as being reactive to what happened in the Capitols (legislation passed at state levels).
And while she would say that she had some fine ability to direct outcomes through their reactions, she would also say that the coarse direction was always going to be one set by the policies.
There was a very effective governor on her organization – pun intended
Now, where you work, the ‘underlings’ may truly have a larger amount of control over the overall direction in which the ship sails, but I don’t think that’s the norm.
I think the wealthy control our tax policy, and – as a direct result – they pay nowhere near the level of taxes that a) they should, or b) they would have us believe that they do. I’m not sure how able the IRS Deep State ™ is to alter this rather inexorable fact.
But I think we could both be right: the Generals may call the shots in response to coercive input from the powerful civilian elites. The generals then craft policy and strategy that depends largely on the blind allegiance, competence, deference, and obedience of those tasked with carrying out that strategy.
And properly motivated and effective (or poorly motivated and basically feckless) civil servants could very well thwart those plans to some degree.
That sounds to me like a more accurate description of private industry than of the government. Sure, incompetent executives get fired… but when they do, it’s with severance packages that pay more than the competent workers do for actually working. Not much “accountability” there.
Oh, come on. There are lots of countries that are closer to being controlled by religious zealots than the U.S. It may be closer to it than most of what we usually think of as the Western World (western Europe plus the U.S., Canada, Australia, and New Zealand), but there are other countries that are closer to being controlled by religious zealots than the U.S. There are countries with state religions. There are countries where the head of state has to belong to the state religion. There are countries where no member of another religion is allowed to proselytize for their religion to nonmembers. There are countries where no house of worship can be built for any religion beside the state one. There are countries where no member of the state religion is allowed to marry outside that religion or to leave that religion. There are counties where any member of another religion can be imprisoned or have their citizenship taken away.
For the substantial majority of businesses (exceptions being companies like “too big to fail” financial institutions) if they are sufficiently incompetent they go out of business. This doesn’t happen with government.
The main thing to remember is that the Evil Cabal is all-encompassing, all-powerful and backed by incredible financial resources, and yet is so sloppily organized that curious amateur sleuths on the Internet have been able to expose its secret activities.
Yes it seems to be a conservative conspiracy that a deep state has been running and controlling the US.
Not sure if conservatives believe in this conspiracy think that super rich people and big business is running the government for more profit or this is a liberal thing and have nothing to do with the deep state conspiracy.

I was the one here saying this in other threads why the government are today and have been very pro big businesses. And the members where talking about interests groups and political lobbying being reason.
