The easy answer, and the most likely accurate one, is that he knew what the idiot was saying, but that he also knew he was on a phone call with the idiot’s innocent children, with many other such families listening in, and realized that just repeating the innocuous-sounding phrase that the kids probably didn’t understand was the best response to avoid awkward family conversations in thousands of households across America on Christmas Eve.
If he literally didn’t remember the phrase, why repeat it at all? Are you in the habit of repeating complete non-sequiturs in your conversations?

Biden, and the vast majority of American do not give a shit about this infantile lunacy. That is the explanation. Adults do not take the bait and do not act like children when taunted with childish BS.
