I say screw that debate over whether the spires or antanae count. If people live and/or work in it. it’s a building and it’s as tall as it’s highest point since someone had to go put it up there.

Nah, putting a 100 foot attena on top of a building is nothing. It’s like counting hair in figuring out the tallest person in the world. If it were up to me only occupied floors would count.
I say that counting architectural spires but not antennas is bullshit, since the spire was put there specifically to exaggerate the height of the building. The antennas on the top of the Sears Tower at least serve a useful purpose. If you ask me, the only two realistic definitions are the height to the very tip-top (counting antennas) and the height to the highest occupied floor.
