I think they were worried that all might be going according to the plan of Eru which kind of put them in a bind where they didn’t want to do anything at all for fear of messing up Eru’s song.

Did Eru talk to them when they decided to go after Morgoth?

Osiris, good point about the plan… but… IIRC when the Numenoreans invaded, they (the Valar) pretty much gave up and called on Eru to save them. (This is from vague memories, so I could well be talking rubbish. Nothing new there. :D).
