I am a bit surprised that Team Clinton is not executing the delegate game better but dem’s da rules. Yes the state and national parties are both private organizations, not arms of the government. If you lose a few because you did not execute, knowing what the rules were, shame on you.
The political parties, major and minor, are all private organizations, and can pick their candidates however they want.
However, given that both major parties have processes that at least have the veneer of being a small-d democratic process for selecting their nominees, they both need to make the reality match up better with the appearance. It’s time to consign caucuses to the dustbin of history, empower the candidates to choose their delegate slates, and so forth.
