Court priests who preach peace, peace when there is no peace.

She vilifies members of the government in which she serves to a foreign power, making unsubstantiated accusations. She refers to “court priests” who are obviously not acting in the interests of her people (“Black America”), where the Prince might. She then specifically solicits donations and offers to use her official capacity to provide a list of McKinney-sanctioned charities suitable for donation.

The more I look at it, the more I see it doesn’t violate said bit of the constitution. But it sure seems pretty damned separatist to me.

If I may paraphrase her letter:
“I know your cause is just, and so do many of my people. The government in which I serve is screwing both my people and yours. Can you send some money to my buddies and help us out? We could use it. Did I mention I know your cause is just <winkwinknudgenudge>”
