Eyeliner on men is for either waify, Goth-types (like Robert Smith back when his body was thin and his face was fat), or for people who do a LOT of cocaine. Since, as far as I know, you are neither, I think you should avoid this particular type of self-dramatization.
Back in my punk days I used to wear eyeliner and eyeshadow. It was like war paint, in a way, and it did attract the dames. If you don’t have the attitude to carry it off, though, it’ll probably come off as gay.

But as to the OP-Ohhhh yeaaaaaah, eyeliner on men is hot. Well, just around their eyes anyway. I have no opinion on random marks of eyeliner on the rest of their bodies.
I’m female, and I’m coming down on the side of saying no, why bother? Women already wear too much makeup, men don’t need to start, too. I agree it looks good on some guys, but I prefer the natural look.

I think it’s only appropriate if it’s to go out to a club or something, some occasion where you’re dressing up anyway. In that case - hot. If I saw you walking down the street a noon, it would be weird.
