What is the deal with getting notifications from the Straight Dope before I log onto my PC?
Is this recent? Do you have email notifications enabled?

I have email notifications enabled. I get a message on the lower right of the screen before I logon to the computer. I believe Facebook does the same thing. Perhaps they use the IP address, I don’t know if that changes on a home network.
It means you have notifications for the Dope turned on. You would have had to click yes when prompted at some point.
I’m not sure which browser you use, but usually you can change those setting by clicking the icon to the left of the URL. I myself always turn Notifications off on websites—the sole exception being Gmail.
