On this site ( http://www.odci.gov/cia/publications/chiefs/index.html ) you can find lists of heads of state and ministers for every country on earth. Looking through it briefly, I found some unusual ministries:

[li]Austria – Min. of Infrastructure, Future, & Innovation[/li]
[li]Azerbaijan - Min. of Emergency Situations ( I just thought it was interesting that this is the only unmanned ministry in Azerbaijan. We’re rooting for you…)[/li]
