Everytime I open up MS Word or Excel, the “Reviewing” toolbar shows up at the top of the screen. I turn it off but when I open Word or Excel again, to tool bar is still there.

Your normal template may be damaged. Close Word, then search your hard drive for normal.dot and rename any instances to normal.old. Word should generate a new one the next time you open it.
For Excel, try renaming the toolbar file. This is called Excel10.xlb in Office XP, Excel.xlb in Office 2000, and Excel8.xlb in Office 97.
