Does the film have to be filmed in the state that it is set in?
Sometimes a film is set in a place but filmed someplace else entirely.
Example The end of Far and Away is set in the Oklahoma territory for one of the famous land runs. However it was not filmed in Oklahoma.
So set there, filmed there or both?
Evel Knievel began in Butte, Montana. (It was filmed there, too.)

Just to echo Otto, Major League was set in Ohio. The baseball game scenes were filmed in Wisconsin (County Stadium, to be exact). I was there!
The OP does use the word “partially”. Fargo does have scenes in North Dakota, and Major League has scenes in Milwaukee.
I was wondering also if the movie actually has to be shot in the state, or only stated that in the script?
