I have heard this song as background music several times in TV Shows and I never been able to decipher the lyrics. I have even heard as HOLD music when I have been on the phone.

I can’t imagine why it is featured often.
Because opera is “classy,” and that particular piece is… “jaunty” is the word I that comes to mind.
Maybe it’s used often because it’s a piece of music many people are familiar with. But many people are familiar with it because it’s been used often.
