For men’s Division I, it’s held by the king of tourney scoring, Austin Carr of Notre Dame. In Notre Dame vs. Ohio 1970, he scored the astounding sum of 61 points. He also has several other entries in the top ten list for this stat, including two games in which he scored 52.
I haven’t been able to find the records for the women’s game and the smaller divisions, but I’ll give it another look.
The women’s Division 1 tournament record is Lorri Bauman of Drake. She scored 50 in the 82 Drake vs. Maryland game.

The good news is that your actual question is easy to answer:
Clarence “Bevo” Francis of Rio Grande (Division II) scored 113 points in a game against Hillsdale in 1954. All those points, and no three point shot back then.
Without checking, the record for a D-I man playing against another D-I team is 72 points, held by Kevin Bradshaw of US International University. I believe he did it in a losing effort against Loyola Marymount.

Frank Selvy of Furman (D-I) scored 100 points against Newbury (sp?) which wasn’t D-I.
