I’ve always used IE before, but after I downloaded IE11, I’ve had some problems with updating various antimalware. So, I’ve been using Google Chrome. IE had a “File” in its menu which I could click on and open a new window for another website Chrome does not appear to have a
“File” on its menu bar. Is there some way I can do this in Chrome?
At the top right, there should be an icon that shows three horizontal bars. That’s basically the equivalent of the “File” menu.
You can also do Ctrl-N. Or right click on the tab bar to create a new tab, then drag that tab away from that window (it will become detached and become its own window). Or click on a link and choose “Open link in new window”.

Also, since your OP title refers to a “new tab” rather than a “new window”, you can click CTRL+T for a new tab.
And of course if you hold down the Shift key when you click a link, it will open in a new window.
