New windows won't open in my browser(s)

Whenever I click on a hyperlink that will open a new browser window, it will create a window but not open it (like say any message on the board). If I click on the “Stop” button the URL will appear in the location box and I can then “Refresh” and get to the page. This happens in both IE and Netscape. I tried all the “regsvr32” stuff on the DLLs they say to but no dice. Any ideas?

Are you, by any chance, using a pop-up-killer or security program with a “high discrimination mode” or somesuch equivalent? It caused roughly the same problem on my sister’s computer once, so it’s worth a shot.
