Both are irrelevant to the main issue, there is the ability to control the president of the US unless this issue can be solved one way or another.

Yes, Biden would be President. Biden has already been sworn in as Vice President. In the event that Obama were to be deemed unqualified for President. that would enact the Presidential Succession clauses of the Constitution. That means the duly elected and sworn in Vice President would assume office.
There is zero ability for Bush to be reinstated. There is zero ability for McCain to be summarily awarded the Presidency on a technicality.
It is proven, out in the open, that Obama was born in Hawaii and is a U.S. Citizen by birth and is qualitifed to be President. Except to total nutbags.
This is a spiritual answer: If Obama is truly illegitimate because he was born outside the US, and he continues the illusion that he was born in the US, humanity has lost control of the presidency and power shifts to heavenly (demonic) rulers.
How this would play out in the physical world, someone somewhere would have proof, that proof will be presented to Obama in one form or another, and to keep it undercover Obama would have to do whatever they wanted.
Why? Do Kenyans attach brain controlling chips to all their newborns?

Do you think there’s some bureaucrat in Hawaii who helped cover this up who calls the White House every weekend with instructions like, “Make the economic stimulus package come to a total of $700B instead of $800B if you know what’s good for you.”
What is the evidence, or even suggestion of the possibility of evidence, to support the notion that it is not solved? You offer nothing at all.

If there was an amendment ratified tomorrow lifting the “born citizen” requirement, will the U.S. become hell on Earth (or more so)?
Yeah, or he could say “screw you” and get on with being president while the proof-holder faces a laughable years-long trudge through the court system. What kind of “proof” do you think a potential proof-holder could hold? A Kenyan birth certificate? (Heck, with a good quality print shop and a fifty year-old stock of paper, I could crank those out by the boatload.) Testimony from Kenyan witnesses saying they saw the birth? (Nearly fifty years after the fact?) Testimony from Hawaiian witnesses saying they didn’t witness the birth? (Again, nearly fifty years later?) Witnesses who testify they were part of some elaborate conspiracy?
What evidence could potentially overcome the already publicly-available evidence? This whole thing is akin to people demanding evidence of moon landings. Even if NASA goes to the trouble and expense of providing it, the moon-hoaxers can effortlessly claim that this new proof is just as fake as the old proof and nothing will be accomplished.
But since Obama was born inside the U.S… QED. That is, we don’t even need to entertain the contrary notion.

I personally find the most disturbing part of the Birthers’ theory is that they think Obama, in an attempt to silence the only witness to the supposed fraud committed by Obama’s mom, went to Hawaii shortly before the election and killed his own grandmother.

It is what is, if he is not a born US citizen he is not the president, no other factors come into play. It doesn’t matter what can be proven, just what is.

Since law does not have the rigidity of physics, I’d say the president is whoever enough of the right people say is president, regardless of any particular words on any particular pieces of paper. If Congress and the Supreme Court say Obama is president, what authority is going to demonstrate otherwise? It’s not like claiming Obama could fly if he jumped off the Lincoln Memorial - that kind of claim gets quickly dispelled by the uncompromising grip of gravity.
If America truly was God’s Country, and God existed, I suppose the Hand of God could intervene. So far, no dice.
