What is bizarre about Japan is that it is INSTITUTIONALLY racist, meaning at the very basics of law and order foreigners are treated completely differently from Japanese nationals. However, generally speaking on a PERSONAL level, people are much, much more accepting of differences. (That’s not to say that there isn’t still a lot of “othering” that goes on, but that’s not relevant here…)
