During the Republic, only the Hutts got away with open slavery. Palpatine legalized it.

Common misconception. “Balance in the Force” doesn’t refer to a balance between the dark and light sides. The light side itself refers to a way of practicing use of the Force that is “in balance.”

If the old order needed to be cleansed it would have been for reasons similar to those presented in the KOTOR games: The old fools running the Order aren’t staying as true to the path as they think and have become arrogant and set in their ways. It’s not that they’re swinging the Force too far towards the light or something. That’d be like saying “The Force is too balanced! We must balance it with unbalance.”
