I have no sympathy whatsoever with Mrs. Meggs, but I would not be unduly surprised to find out that this situation was basically just low-level letter-of-the-law prisoner harassment. Prisoner transport in the US often comes with a certain amount of gratuitous hardship and contemptuous treatment, and I imagine that Mrs. Meggs isn’t terribly popular with her custodians. This could be a case of “I can’t actually abuse you even though you are a lowlife POS, but if I can make your life more difficult by nitpicking rule enforcement against you, I will”.
If I’m being unjust to the TSA officials and/or others in charge of this situation, I’ll gladly apologize for my suspicions, but just going on the information available so far, that’s what my suspicions are.

We in the airline biz deal with prisoner transport a lot more often than you might imagine. I’d be surprised to see TSA abusing (however mildly) a prisoner. The bit about a finger ring makes no sense to me.
