To be honest, I was surprised at how casually dressed the people in the background are. Maybe that’s normal for a nice day when the event is going to be held outdoors.

Part of it I suppose is this notion of “it’s a public building, I’m a taxpayer/citizen, I can do whatever I want here”. Well, no, it does not work that way. The WH Lawn is not the open space of the Mall (where topless IS ok).
And really it’s not like she’s getting arrested. She’s just being told she’s no longer welcome there if she can’t behave appropriately for the venue.
