Yeah, it looks like the officers had no idea what was going on on their own ship. If they missed this, what else did they miss?
According to that Navy Times article linked above,
The Navy also ousted the second-in-command of the ship’s gold crew, Cmdr. Matthew Yokeley, in May 2023. The reliefs of Marrero and Yokeley were not related, according to SURFPAC, which declined to provide further details regarding the reasons for Yokeley’s ouster.
Maybe it’s just a “let’s fix all these problems by attrition” thing.
And on a ship designed to be stealthy.
Which makes one wonder how the Navy shore-side brass chose that level.
I smell a certain degree of official reluctance to delve too deeply into this ship’s particular shit. For reasons unclear to the rest of us.
The shore staff would not have been involved in this, most likely. There’s something called the Navy vessel exception which dictates that Navy and Marine Corps personnel embarked on Naval vessels do not have the right to decline Article 15 or Summary Court-Martial proceedings, nor do they have the right to appeal the decision of such proceedings, although they can appeal the severity of the punishment awarded.
In this instance, I can see the ship’s captain and the captain’s ISIC (Immediate Superior In Command) wanting to have the charges disposed of (that’s military terminology for "dealt with*) expeditiously for a few reasons. It’s easy to believe one of those reasons is to get through the certain slew of individuals charged as it seems the entire Chief’s Mess is part of this disgrace to the Navy. What TPTB seem to be missing is how resolving this in such a way and at this speed is also showing the Navy in a bad light.
Mind you, I personally find the Naval vessel exception to be unconstitutional, but I seem to be in the minority.

In fiction, one sometimes encounters the notion of a “misfits unit” in the military, where you take all of your general screw-ups and put them on the same ship or in the same company, or whatever, and then just make sure to keep that one ship well away from anything actually important. Is there any truth to that? Because this sure looks like a whole ship full of screw-ups.
On any given down, there are 20 or 21 players on the field who have never thrown a football (in a game situation).
