There is no the before USSR and GULAG in that post, although he uses the word elsewhere. Articles are not used in Russian, so maybe he just forgot.
Also, GULAG is usually written Gulag in English, as in the Solzhenitsyn title. More properly in Russian, it would be GULag, since Lag is all part of the word “lager”, for camp. So on that he’s wrong either way.
