I didn’t quite get the last panel, was it implyign that
a) MitD has some sort of unconscious knowedge of O’chul’s situation
b) he was responsible for the raqin
c) he was responsible for O’Chul’s being able to sleep well in the rain
or some combination of the 3?
I don’t see it as anything more than a segue between the happenings in Azure City and those of Team Good. O-Chul had told the MitD once that rain helped him to sleep (550 +1 BFF - Giant in the Playground Games) and we go from the MitD thinking about his friend to the friend himself.
None of the above.
O’Chul said earlierthat the rain helps him sleep.
The MITD expresses a hope that the rain is helping O’chul to sleep. Cut to O’Chul sleeping happily in the rain.
There is no indication that MITD either caused the rain, or that he knows about it. Just that his hope came true, by good fortune. Not by any magic effect.
Two things I just noticed about that strip:
-You can see the MitD’s hand holding the cup.
-He mentions Right-Eye.

Actually, that’s a bucket, and you’re seeing the handle. Look at it after MITD drops it on the floor.

I have no idea why O-chul is on a tiny island. Have I forgotten something, or is Rich dropping us down in the middle of things?
We’re being dropped in the middle of things. Looks like the trip north to Kraagor’s Gate (the last time we saw O-Chul and Lien) didn’t go as planned.
When we last saw him he was riding a shark. Maybe he and Lien have stopped for a rest.
But actually, I’m not sure they are on an island. They could be stopping in the middle of an open plain, it’s raining fiercely, and they’re surrounded by a large puddle, but it’s only a cm deep.
They set out on their journey days ago. It wouldbe surprising if they are still at sea. Riding a shark is suitable only for a short trip. If they had a long journey, they would have taken a boat.
When we first see Tsukiko studying the ritual she says that Xykon asked her to learn it and then explain it to him. He didn’t explain that it was only half a ritual – the MitD told her that part. In the latest strip, she’s figured out that the missing half is divine rather than arcane (meaning that Xykon gave her the arcane half).
This suggests that it isn’t a plan to cut Redcloak out, or even just to have a backup for him – ol’ lazybones is pushing as much of his work as possible onto somebody else.
It’s a bucket. I stand triply corrected.
Rich’s on a roll recently. The strips are coming out fast. Hopefully it keeps being this way 
Or that Xykon plans to have Recloak cast the divine half while Tsukiko casts the arcane part.
