Maybe one of the New Wave Hookers movies. The original was made in 1985 when new wave music was still a thing. The story, such as it was, was that regular women were being turned into prostitutes by listening to new wave music.
No cane, obviously. But the movie was inexplicably popular and there were seven sequels made between 1992 and 2007. But new wave music was already on its last legs in 1985 so I imagine it was abandoned as the transforming agent in the sequels. And maybe a magic cane was substituted.
