CHCH TV used to show old movies between 02:00 and 04:00 every night, some of which were … a bit odd. (They recently saw fit to start airing the Jewelry Network instead.

The one I’m interested in is a superhero parody filmed in (I think) Indonesia, probably in the '90s, with lots of Jackie Chan-type action. The titular character (insofar as I can remember) was The Amazing Super Hero Kid, a dwarf who wore a blue costume with a red cape and rode a souped-motorbike around Djakarta battling evil Asian crime bosses.
If you can find this movie on the Internet, I’ll buy you a lobster dinner at Scott’s the next time I’m in London.
