Is it possible to get an iPod Touch to download new episodes of subscribed podcasts whenever there is a WiFi connection available? If not, is there a pocketable device that can do this without a cell phone contract?
If it’s possible with the Touch, I’m not aware of how.
My Blackberry has an app (PodTrapper) that downloads podcasts and I believe it can be set to do so only over WiFi. My Blackberry doesn’t have WiFi capability so I haven’t been able to test this, but I believe I saw the options in the setup.
By “whenever there is a WiFi connection available,” I’m not sure whether you mean something that will run in the background and automatically download new podcasts whenever you’re near a hotspot (which I don’t think exists). You can certainly download podcasts using an iPod Touch over Wifi, though, using the iTunes app (which unfortunately doesn’t seem to support subscribing, so you have to manually locate and download the podcasts you want) or another app.
“RSS Player” (which I got for free a while back but now costs 99 cents) supports subscribing to podcasts. (Caveat: I haven’t used it that much and reviews on the App Store suggest a lot of people have problems with it crashing.)

Added “[iPod Touch]” to thread title for clarity.
