You are mayor of a city like Los Angeles or New York. One day, an eccentric billionaire, one of the richest men in the world, announces that he intends to crash your city’s housing/rent market to make things affordable for the poor and middle class. He will build hundreds of thousands of apartments and rent them out at dirt-cheap prices to tenants. (There are measures to prevent cheating of the system.) By doing so, suddenly houses in the city will be worth much less in sale price than before, and landlords will be forced to drop rental rates. Landlords, banks, investors and owners are screaming bloody murder, but tenants and poor-middle-class folks are cheering. It will be an enormous shakeup for the local economy in ways both good and bad. As mayor, you have the power to approve or stop the plan.
