Question about highway gign on I-81 North, just south of Syracuse

On my frequent drives up to Canada, I always notice this sign on I-81 North in New York state, just before Syracuse. Most signs that I see on the drive are normal Hotel/Gas Station/Exit etc. But this sign looks like it was written by a 3rd grader with horrible penmanship (which is still better than my chicken scratch), except for its content. I can never read the whole thing, but I always notice the words “traitors” and “rapists”. It’s near the exit for Onondaga Territory, which appears to be a Native American reservation. Anyone know the story behind the sign. It’s been up for at least 4 years.
