racking my brain to remember a song

Help! I’m looking for a song, but I only vaguely remember a few things about it (and remember, I said vague!):

  1. I remember listening to it on the radio in 1999-2000 (in Australia, but it is undoubtedly an American song)

  2. The general premise is about this guy (private investigator?) who gets a call to track down a quasi-nemisis of his.

  3. The PI is on vacation in Florida (drinking something like a margarita on the beach?) when he gets the call. He jumps in his car and drives to the town where the “bad guy” is.

  4. The bad guy somehow gets everyone in this town to go somewhere and dance. (??) (okay, he’s not that bad, as this seems to be his only crime)

  5. The PI gets to this town and finds all the people except one kid gone. The kid tells him where everybody is (dancing?).

  6. The PI rushes over to this dance hall, finds everyone there, runs over to the DJ station and sees a record with a message taped to it that says something like, “got you!” The PI exclaims something like, “One of these days!” and then goes back on vacation.

  7. The PI narrates the song in plain speech, so it isn’t as much of a song as a lyrical-poem (is that the right term?), with a background musical beat.

Hmm. Okay, this is a strange song, but it’s been in my head for days now, and it’s killing me. This may have been somewhat popular in the States when I was in Australia, but I have no idea (it was on TripleJ in Oz, incidentally, which plays a lot of out-of-the-ordinary songs).

Anyone? Thanks!
